Appropriates $99,418,151.00 from the State General Fund to the Department of Child Protection Services for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Appropriates an additional $161,988,276.00 from special funds collected by or available to the Department of Child Protection Services for the same fiscal year.

Authorizes 1,189 permanent full-time positions and 417 time-limited full-time positions within the department.

Requires the agency to maintain that Personal Services funding for fiscal year 2018 does not exceed fiscal year 2017 levels unless new programs or positions are added by the Legislature.

Mandates the State Personnel Board prevent any personnel actions that would exceed the projected annual cost of appropriated positions without written approval from the Department of Finance and Administration.
