Appropriates $51.6 million from General and Capital Expense Funds to the Division of Medicaid to support operations for FY 2016

Allocates $8.59 million to the Department of Finance and Administration for property insurance on state property as required by federal Stafford Act regulations through FY 2017

Provides $2.57 million to the Attorney General's Office for legal settlements, including $1.55 million for the Olivia Y. child welfare case and various wrongful conviction claims ranging from $50,000 to $235,000 each

Directs $38.45 million from the Budget Contingency Fund (contingent on BP Settlement funds) for projects including Keesler Air Force Base construction ($5 million), University of Southern Mississippi facilities ($16.5 million), community college scholarship funds ($5 million), and Bicentennial marketing ($4.6 million)

Appropriates additional funds to multiple state agencies including $4 million for Student Financial Aid, $2 million for State Department of Health, $2.1 million for MDOT's East Metro Corridor Commission, and $500,000 for veterans' cemeteries
