Authorizes the Town of Walnut Grove in Leake County to construct, expand, operate, and maintain its gas distribution system in specified areas of Leake County and Scott County, notwithstanding Section 21-27-39 of Mississippi Code.

Defines the authorized service area in Leake County as a rectangular area approximately 9 miles by 2 miles in Township 9 North, Ranges 7-8 East.

Defines the authorized service area in Scott County as a rectangular area approximately 6.5 miles by 3 miles in Township 8 North, Ranges 7-8 East.

Limits rates charged to consumers outside the town's corporate limits in the authorized areas to no more than twice the rate charged for the same service within the town's corporate limits.

Requires the Town of Walnut Grove to obtain a Certificate of Public Convenience and Necessity from the Public Service Commission under Section 77-3-1 et seq., Mississippi Code.
