Authorizes the Town of Belmont, Mississippi to construct, expand, operate and maintain its natural gas distribution system in specified areas of Tishomingo, Itawamba, and Prentiss Counties, subject to Public Service Commission approval.

Allows expansion into areas not currently certificated by the Public Service Commission to be served by other natural gas utilities.

Limits rates charged to consumers outside Belmont's corporate limits to no more than twice the rate charged for the same service within the town.

Preserves Public Service Commission jurisdiction over Certificate of Public Convenience and Necessity requirements and rate regulation under existing state law.
