Authorizes the Harrison County Board of Supervisors to conduct hearings to determine whether private property is "blighted" based on abandoned structures, debris, or conditions that pose public health and safety risks.

Requires the board to provide property owners with notice via United States mail and posting at least two weeks before a hearing, and to record all findings in the board's minutes.

Permits the county to clean blighted property if the owner fails to do so and to assess the actual costs of cleaning (including administrative and legal costs) plus penalties against the property as a lien.

Allows the county to reenter and maintain the property up to six times per year for removing debris and dilapidated structures, and up to twelve times per year for cutting grass and removing rubbish, with costs and penalties assessed each time.

Enables the tax collector to sell the property to satisfy the lien using the same process as delinquent tax sales, with property owners retaining the same redemption rights as those provided for tax sales.
