Restores voting rights to Robert E. Banks of Marshall County, Mississippi, who lost eligibility due to a 1999 robbery conviction.

Provides that Banks was sentenced to five years in the Mississippi Department of Corrections, was discharged on August 12, 1999, and completed probation on August 12, 2002.

Legislature finds that Banks is now conducting himself as a law-abiding and honorable citizen in a good and lawful manner.

Takes effect upon passage.
