Authorizes the City of Flowood to invite proposals from developers to acquire, construct, develop, manage, operate, and/or own a conference center, hotel, and related ancillary facilities within city limits.

Requires the city to publish notice in a newspaper at least 30 days before executing any contract, allowing interested developers 30 days to submit proposals.

Permits the city to enter into binding lease agreements, management contracts, or other arrangements with developers for up to 75 years concerning all or any portion of the project.

Authorizes the city to sell, lease, trade, or dispose of city-owned property in connection with the project and to acquire additional real property as needed.

Provides that any bonds issued to finance the project shall not constitute an indebtedness of the city subject to state constitutional or statutory debt limitations.
