Authorizes the Town of Marion in Lauderdale County to expand its water and sewer system up to 15 miles outside the town's corporate limits.

Limits rates charged to customers outside the corporate limits to no more than twice the rate charged for the same service within the town.

Does not exempt the town from obtaining a Certificate of Public Convenience and Necessity as required under Mississippi Code Section 77-3-1 et seq.

Does not limit the Public Service Commission's jurisdiction to regulate rates or other provisions of state utility law.

Takes effect upon passage.
