Authorizes the Lee County Board of Supervisors to create the position of Lee County Youth Court Referee to address crowded youth court dockets and expedite case handling.

Designates the Lee County Judge to appoint the Youth Court Referee and the Board of Supervisors to set the referee's salary.

Authorizes the Youth Court Referee to hear cases involving minor children in Lee County Youth Court as directed by the County Court Judge.

Allows municipalities in Lee County with populations over 34,000 (per 2010 census) to contract and supplement salaries for the Youth Court Referee and staff of the Youth Court or Juvenile Detention Center.

Permits the Board of Supervisors to create additional staff positions to aid the Youth Court and approve funding on a funds-available basis annually.
