Petitions the United States Congress to convene a limited constitutional convention under Article V for the exclusive purpose of proposing a "Free and Fair Elections Amendment" to address the corrupting influence of money in politics, particularly following the Citizens United v. FEC decision.

Expresses concern that the 2010 Citizens United ruling removed restrictions on independent political spending, undermining the dependency of Congress on the people alone as originally intended by the Framers.

Proposes that convention delegates be comprised equally of individuals currently elected to state and local office or selected by election in each Congressional district, with all current and former federal office holders prohibited from serving as delegates.

Establishes this as a continuing application to be considered together with similar applications from Vermont, California, Illinois, New Jersey, and other states until two-thirds of states have applied and Congress convenes the convention.

Directs transmittal of the resolution to the President, Vice President, Speaker of the House, Senate leadership, Mississippi's congressional delegation, and other state legislatures for consideration of similar legislation.
