Proposes amending Section 17A of the Mississippi Constitution of 1890 to permanently prohibit the sale or transfer of property acquired through eminent domain to private entities, corporations, or public-private partnerships

Changes the current 10-year restriction on transferring eminent domain-acquired property to a perpetual ban

Maintains existing exceptions for public infrastructure including roads, bridges, levees, flood control projects, airports, ports, toll roads, utilities, and pipelines

Preserves exceptions allowing transfer when eminent domain was used to remove public nuisances, acquire abandoned property, demolish unfit structures, or eliminate direct threats to public health or safety

Directs the Secretary of State to place this constitutional amendment on the November 2016 general election ballot for voter approval
