Amends Section 213A of the Mississippi Constitution to establish a State University System comprised of the eight public universities in Mississippi (University of Mississippi, Mississippi State University, Mississippi University for Women, University of Southern Mississippi, Delta State University, Alcorn State University, Jackson State University, and Mississippi Valley State University).

Creates a Board of Governors consisting of twelve members appointed by the Governor with Senate confirmation to oversee the entire State University System, manage coordination between universities, define each university's mission, and prevent wasteful duplication of facilities or programs.

Establishes local Boards of Trustees with seven members each to administer individual universities, with their powers and duties to be determined by the Board of Governors.

Requires the Legislature to make adequate provision by law for the establishment, maintenance, and operation of the eight public universities.

Submits the constitutional amendment to voters at the November 2016 general election.
