Recognizes Roger D. Bell's 45-year career in the railroad industry, including his role as President and Chief Executive Officer of Columbus and Greenville Railway Company and CAGY Industries, Inc.

Acknowledges Bell's executive leadership in creating and operating four short-line railroads across Mississippi, Alabama, Georgia, and Tennessee that generated thousands of jobs and over $2 billion in capital investment.

Honors Bell's civic contributions including membership in the Rotary Club of Columbus (Paul Harris Fellowship), leadership of the Columbus Lowndes Economic Development Authority as Chairman (2000-2001), and President of the Lowndes County Port Authority Board.

Recognizes Bell's leadership in railroad industry associations, including 25 years on the Mississippi Railroad Association executive committee and service as Chairman of the American Short Line and Regional Railroad Association (2004-2007), representing over 500 short-line railroads.

Commends Bell's advocacy for railroad safety improvements, grade crossing safety programs, and infrastructure development, and directs that this resolution be presented to Bell and forwarded to relevant railroad associations.
