Designates March 2016 as "Women's History Month in Mississippi" with the theme "Working to Form a More Perfect Union: Honoring Women in Public Service and Government."

Celebrates the 36th Anniversary of the Women's History Movement and recognizes 16 national honorees including Ella Grasso (first female governor elected in her own right), Barbara Mikulski (longest-serving woman in U.S. Congress), and Bernice Sandler ("Godmother of Title IX").

Highlights women's historical contributions to education, noting that women now outnumber men in American colleges and crediting Title IX (1972/1977) for prohibiting gender discrimination in federally-funded institutions.

Recognizes American women's critical economic, cultural, and social roles throughout the nation's history, including their work in the labor force and as volunteers in charitable and cultural institutions.

Directs the Mississippi Commission on the Status of Women (established 2001) to observe appropriate programs and ceremonies during the designated month.
