Mississippi Legislature applies to Congress under Article V of the U.S. Constitution requesting a Convention of the States to propose amendments limiting federal spending and fiscal restraints on the federal government.

Convention would be limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

Application is treated as a continuing application that will be aggregated with other states' applications on the same subjects to determine if two-thirds of states have applied for a Convention.

Secretary of State directed to transmit certified copies to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, the state's congressional delegation, and presiding officers of all state legislatures.

Resolution expresses that state legislatures have a duty to protect liberty and state sovereignty by addressing federal government overreach, excessive spending, and unfunded mandates.
