Honors the passing of Edgar Lee (E.L.) Boteler, Jr., who died on March 17, 2016, in Leland, Mississippi at age 96.

Recognizes Boteler's service in the Mississippi House of Representatives from 1956 to 1972 and his later role as Director of the Mississippi State Highway Department.

Acknowledges his accomplishments as a farmer, woodworker, and gardener, including designing a home garden featured in Southern Living Magazine and added to the Smithsonian Archives of American Gardens.

Notes his service as a Ruling Elder in the Presbyterian Church U.S.A., including Sunday School teaching and youth work involvement.

Extends legislative condolences to Boteler's surviving wife Mary, ten children, 22 grandchildren, and 20 great-grandchildren.
