Extends greetings of the Mississippi Legislature to First Lady Michelle Obama for her address at Jackson State University's 139th Spring Commencement Ceremony on April 23, 2016.

Acknowledges Jackson State University as one of Mississippi's largest institutions of higher learning and an Historically Black University founded in 1877.

Recognizes Mrs. Obama's "Reach Higher" initiative and partnership between Jackson State University and Jackson Public School District to establish Blackburn Laboratory Middle School.

Notes Mrs. Obama's three visits to Mississippi as First Lady, including two visits promoting the "Let's Move" health and fitness initiative in 2010 and 2013.

Directs that the resolution be presented to First Lady Michelle Obama and made available to the Capitol Press Corps.
