Brings forward existing Mississippi Code sections (25-53-1 through 25-53-191) related to the Mississippi Department of Information Technology Services (MDITS) for possible amendment without making substantive changes.

Establishes MDITS as the state agency responsible for coordinating information technology services, computer equipment procurement, and telecommunications systems across all state agencies.

Exempts the Department of Human Services and Department of Child Protection Services from MDITS provisions for three years beginning July 1, 2016, though these departments must notify MDITS of proposed actions for recommendations.

Requires state agencies to obtain wireless communication devices only from vendors approved by MDITS and the Wireless Communication Commission, with restrictions on personal use and requirements for detailed billing maintenance.

Effective July 1, 2017; establishes that MDITS expenses shall be funded through state general fund appropriations and prohibits state agencies from charging other state agencies fees for MDITS-authorized services.
