Requires motor vehicle operators to move from the leftmost lane when being overtaken from the rear, except in specific circumstances such as traffic congestion, inclement weather, compliance with traffic control devices, exiting the roadway, or emergency vehicles.

Directs law enforcement to prioritize ticketing the speeding vehicle overtaking from the rear before issuing citations to the vehicle in the left lane.

Requires drivers on two-lane or three-lane roads traveling at slow speeds to yield the right-of-way by pulling to the right at the earliest reasonable opportunity if three or more vehicles are blocked behind them.

Establishes exceptions to the left-lane requirement including toll collection facilities, highway maintenance or construction vehicles, and authorized emergency vehicles.

Effective date: July 1, 2017.
