Legislature prohibited from appropriating state funds to Mississippi Department of Transportation for new state highway or bridge construction projects from July 1, 2017 through July 1, 2027, except for federal funds and maintenance of existing highways and bridges.

Legislature may appropriate funds for new construction projects under specific conditions: projects specifically authorized in appropriation bills with detailed descriptions, bonds issued for new construction, or funds required under existing general law.

Amends Section 65-1-145 to prohibit Mississippi Transportation Commission from expending state funds on new construction projects let after July 1, 2017 unless specifically appropriated by Legislature or exempt under the act's conditions.

Amends Section 65-3-97 to redirect four-lane highway program funds to maintenance of existing highways and bridges for the 10-year period, except for new construction projects meeting exemption criteria.

Act takes effect July 1, 2017 and applies for 10 years, with legislative intent to redirect previously used new construction funds toward maintenance purposes.
