Creates a special fund in the State Treasury called the "Mississippi National Guard State Active Duty Emergency Operations Fund" to support emergency operations.

Allows the Mississippi Military Department to expend monies from the fund upon legislative appropriation to respond to domestic events during declared states of emergency or approved emergency management assistance compacts.

Permits the fund to receive monies through appropriations or other available sources, with interest and investment earnings deposited back to the fund.

Unexpended amounts at the end of each fiscal year do not lapse into the State General Fund, allowing the fund to carry over balances.

Effective date is July 1, 2017.
