Requires all licensed practitioners holding an active DEA number to register as users of the Prescription Monitoring Program (PMP) administered by the State Board of Pharmacy.

Establishes that pharmacists licensed by the Mississippi Board of Pharmacy must register as PMP users, with failure to register subject to disciplinary action by the board.

Maintains confidentiality of PMP data and restricts access to authorized users including healthcare providers, law enforcement, regulatory boards, Medicaid, and judicial authorities under subpoena.

Authorizes the State Board of Pharmacy to establish fees for program administration and information requests, with collected fees deposited into a special fund to support PMP operations.

Takes effect July 1, 2017.
