Expands the Mississippi Dyslexia Therapy Scholarship for Students with Dyslexia Program eligibility from Grade 1 through Grade 6 to Grade 1 through Grade 12.

Requires local school districts to use a dyslexia screener from a list approved by the State Board of Education, with screening conducted in spring of kindergarten and fall of Grade 1.

Specifies screener components must include phonological awareness, sound symbol recognition, alphabet knowledge, decoding skills, encoding skills, and rapid naming.

Allows parents to choose between public school options with dyslexia services or nonpublic school scholarships for students diagnosed with dyslexia.

Takes effect July 1, 2017.
