Prohibits possession of open alcoholic beverage containers or consumption of alcohol in the passenger area of motor vehicles on public roads, highways, or highway rights-of-way in Mississippi

Defines "open container" as any glass, metal, plastic or other container with alcoholic beverage, light wine, or beer that has been opened or punctured, or constructed to be consumed without opening

Establishes civil penalties of $100 to $200 fine for violations

Provides exceptions for passengers in parked house trailers, hired passenger vehicles, and containers located behind the last seat or in locked glove compartments in vehicles without trunks

Preempts local ordinances that impose more stringent restrictions on open containers in vehicles; takes effect July 1, 2017
