Authorizes municipal governing authorities to enact ordinances increasing the minimum wage for employers doing business within their jurisdiction above the federal minimum wage requirement of 29 U.S. Code Section 206.

Amends Section 17-1-51 to carve out an exception to the statewide prohibition on local minimum wage requirements, allowing municipalities (but not counties) to establish higher minimum wages.

Exempts municipalities from the general rule that local governments cannot establish mandatory minimum living wage rates or employee benefit requirements.

Effective July 1, 2017.
