Requires the Mississippi Development Authority and Department of Finance and Administration to consult with state agencies, higher learning institutions, or community/junior colleges that fail to properly gather and report energy data for the State Energy Management Plan

Mandates that non-compliant agencies, institutions, or colleges must cooperate with state agencies during consultation to achieve proper data gathering and reporting

Directs House and Senate Appropriations Committees to budget additional appropriations for state agencies, higher learning institutions, or community/junior colleges that reduce their energy consumption

Energy savings achieved by compliant entities would be appropriated back to them specifically for building repair, rehabilitation, and other energy-related projects

Effective date of July 1, 2017
