Authorizes the Mississippi Division of Energy to create and maintain a prequalified list of energy services providers using objective criteria and a 60-day application review process, with automatic approval if the division fails to act within the timeframe.

Expands eligible energy services providers to include project development engineers with a Master of Science in Mechanical Engineering or equivalent degree and 5-6 years of energy efficiency project experience.

Requires every energy services contract to include a third-party independent monitor with costs incorporated into the contract terms.

Defines new contract terms including "capital cost avoidance," "energy conservation measure," and "simple payback period" (not to exceed 20 years), and clarifies that material savings, labor savings, and cancelled maintenance contracts count as reduced operating costs.

Permits entities to enter into multiple phases of performance contracts for areas included in the original request for proposals, provided each phase does not exceed a total contract term of 20 years.
