• State entities must file proposed federal agreements with the Secretary of State for publication in the administrative bulletin before entering into them.

• State entities must provide at least a 25-day public notice and comment period after filing, allowing persons to submit written arguments and views on the proposed agreement.

• State entities must consult with appropriate standing committee chairmen in the Mississippi House and Senate, providing them with the proposed agreement, public comments, and related materials.

• State entities must file a final notice with the Secretary of State documenting the agreement, public comments summary, legislative consultation, and whether implementation will proceed with any modifications made.

• Existing federal agreements as of July 1, 2017 must comply with the same requirements, or entities must take steps to amend or terminate them.
