Amends Section 31-7-13 to require agencies and governing authorities to post advertisements for competitive bids on the procurement portal established by the Department of Finance and Administration for two consecutive weeks for purchases over $50,000.

Permits agencies and governing authorities to also advertise once weekly for two consecutive weeks in a regular newspaper published or having general circulation in the county or municipality where the agency or authority is located, in addition to the portal posting.

Modifies Section 31-7-13.1 regarding the dual-phase design-build method to require publication of notices inviting proposals on the procurement portal for at least two consecutive weeks, with optional additional newspaper advertising.

Brings forward Section 31-7-13.2 regarding construction manager at risk project delivery method for possible amendment without substantive changes to existing provisions.

Effective July 1, 2017.
