Authorizes five project delivery methods for infrastructure facilities: design-bid-build, operations and maintenance, design-build, design-build-operate-maintain, and design-build-finance-operate-maintain.

Creates the Personal Service Contract Review Board to oversee personal and professional services contracts exceeding $75,000, with authority to require competitive bidding and approve sole source contracts with detailed justifications.

Modifies existing procurement thresholds and procedures for state agencies and governing authorities, including requirements for public notice, bid evaluation criteria, emergency procedures, and payment timelines for vendors.
