Prohibits all state agencies from purchasing vehicles from July 1, 2017, through June 30, 2019.

From July 1, 2019 forward, state agencies may only purchase new vehicles to replace existing vehicles if the vehicle has over 200,000 miles or needs repairs totaling more than $10,000.

Requires agencies to prioritize purchasing used vehicles as replacements and must demonstrate to the Bureau of Fleet Management why a used vehicle cannot be purchased before purchasing a new vehicle.

Requires agencies to include justifications in budget requests for vehicle purchases, including whether the vehicle is new or used and reasons if a used vehicle cannot be obtained.

Exempts law enforcement and emergency vehicles (upon justification), vehicles purchased with grant funds specified for that purpose, and state institutions of higher learning from these restrictions.
