Establishes comprehensive standards for state agencies to use when soliciting requests for proposals (RFPs) or requests for qualifications (RFQs) for commodities, supplies, equipment, construction, technology, and personal/professional services.

Requires competitive sealed bidding as the preferred procurement method; RFPs/RFQs may only be used if determined practicable and advantageous, with written justification submitted to the Public Procurement Review Board for approval.

Mandates evaluation committees use numerical rating systems with price weighted at minimum 35% of total evaluation criteria; requires public notice of procurement on Mississippi procurement portal at least 30 days before submission deadline.

Reconstitutes the Public Procurement Review Board with five voting members (three appointed by Governor, two by Lieutenant Governor) plus one ex officio non-voting member; abolishes the Personal Service Contract Review Board and transfers its powers to the Public Procurement Review Board.

Requires reverse auctions as the primary bidding method for purchases over $50,000; purchasing entities seeking alternative methods must obtain Public Procurement Review Board approval with detailed written justification.
