Exempts the Department of Finance and Administration from public purchasing bidding requirements (Section 31-7-1 et seq.) and Personal Service Contract Review Board review when procuring aircraft, maintenance, parts, equipment, and services.

Requires the Executive Director of the Department of Finance and Administration to ensure competitive pricing is used and industry maintenance standards are upheld in all aircraft procurements.

Establishes selection criteria for maintenance facilities including capability and experience, scope of work, cost, and aircraft downtime duration.

Requires all aircraft purchases to follow acceptable aviation industry practices and be conducted with guidance from the Office of the Governor.

Effective date: July 1, 2017.
