Prohibits state agencies, school districts, and political subdivisions from using staffing services to hire new full-time or part-time employees, defining staffing services as firms establishing permanent employment relationships between job seekers and employers.

Requires state agencies to use the Mississippi State Personnel Board for hiring new employees with required advertising periods.

Requires political subdivisions' human resources divisions to advertise positions using the same timeframe and manner as the Mississippi State Personnel Board.

Requires school districts to follow existing hiring processes under Mississippi Code Sections 37-9-3, 37-9-7, and 37-9-17 for all new full-time and part-time employee positions.

Effective date is July 1, 2017.
