Establishes the "Agency Accountability Review Act of 2017" requiring PEER (Mississippi Joint Committee on Performance Evaluation and Expenditure Review) to conduct regular accountability reviews of state agencies.

PEER must establish a review schedule by October 1, 2017 designating 20-50 agencies annually for review, with every state agency reviewed once every 10 years, beginning January 1, 2018.

PEER must publish comprehensive annual reports by December 15 assessing agencies on efficiency, effectiveness, mission achievement, overlapping jurisdictions, complaint handling, rulemaking processes, legal compliance, and federal funding implications.

Reports must include recommendations on agency abolition, continuation, reorganization, consolidation, and operational improvements, with estimated fiscal impacts where possible.

Agencies under review must submit by December 1 the year prior: statutorily-required reports and an evaluation of whether those reporting requirements remain necessary.
