Requires public bodies to post notice of called special meetings on their website at least one hour before the meeting, if they have a website with update capability

Mandates that notice be transmitted via email or fax at least one hour before special meetings to any citizen, publication, broadcast, or digital media outlet that has submitted a written request to receive such notices

Allows public bodies to purge their notification request lists every 24 months, after which interested parties may resubmit their requests

Exempts municipalities with populations under 25,000 and counties with populations under 50,000 from the website posting requirement

Emergency meetings are exempt from the additional notice requirements
