Authorizes prequalification of contractors for high complexity construction projects defined as those exceeding 15 months completion time, exceeding $10 million in cost, or requiring highly skilled and experienced contractors due to critical installed systems.

Requires prequalification to be determined not less than 15 working days before the first published notice of bid opening.

Prequalification criteria limited to bidder's knowledge and experience in construction and/or renovation of high complexity buildings or facilities.

Department of Finance and Administration must determine that prequalification method for a particular project satisfies public need better than traditional design-bid-build method before authorization.

Applies lowest and best bid procedures and requires detailed calculations and narrative summary on minutes if accepting bid other than lowest submitted.
