HB 1124 Summary

• Amends Mississippi Code Section 31-7-13 to allow an alternative procurement process for construction, renovation, or both of single family or duplex residences or cabins for permanent or transient occupancy.

• Permits agencies and governing authorities to use a Request for Proposals (RFP) process to select the lowest and best building contractor or residential builder offering the best value, as an alternative to the traditional design-bid-build method.

• Requires the Department of Finance and Administration to determine that the RFP method for a particular project satisfies the public need better than the traditional design-bid-build method before it can be used.

• Mandates that all best proposal procedures for state agencies include provisions ensuring validation of actual costs, appropriate oversight and site supervision, and compliance with Department of Finance and Administration regulations.

• Takes effect July 1, 2017.
