Creates a five-member State Employee Capitol Complex Clinic Study Committee to research cost savings and benefits of establishing an on-site primary care facility for the State and School Employees Health Insurance Plan

Committee members appointed by the Governor, Speaker of the House, Lieutenant Governor, Chairman of the House Insurance Committee, and Chairman of the Senate Insurance Committee

Study focuses on implementing a capitated fee primary care facility within the Capitol Complex and other geographically feasible areas

Governor responsible for calling the first meeting, with findings and recommendations due to the Legislature by July 1, 2017

Takes effect immediately upon passage
