Prohibits boards of supervisors from increasing ad valorem tax assessments or fees for county garbage and rubbish disposal systems to compensate for budgetary deficiencies caused by system users' failure to pay existing assessments or fees.

Requires boards of supervisors to publish notice in newspapers at least 18-point font with a one-fourth inch black border for three consecutive weeks before adopting any order to increase taxes or fees for garbage disposal systems.

Requires individual notice to persons receiving garbage or rubbish collection or disposal services of any increase in ad valorem tax assessment or fees, conspicuously placed on the first affected bill.

Allows boards of supervisors to adopt orders authorizing single-family residential generators to elect not to use county garbage collection or disposal service by filing a form with the chancery clerk before December 1 of each year.

Takes effect July 1, 2017.
