Authorizes county boards of supervisors to assess an additional fee not to exceed $1.00 or 10% per month (whichever is greater) on delinquent garbage or rubbish collection fees.

Applies the additional delinquent fee provision to both monthly billing under Section 19-5-21 and lien assessments under Section 19-5-22.

Clarifies that county boards of supervisors may contract with collection agencies to collect delinquent garbage, rubbish, and solid waste disposal fees, with the same additional fee authority applying to those collections.

Specifies that when fees are referred to the tax collector for motor vehicle license tag denial purposes, only the delinquent fees (including the additional charge) may be collected without additional collection costs.
