Clarifies that county boards of supervisors have explicit authority to contract with private collection agencies to collect delinquent fees for garbage, rubbish, and solid waste disposal or collection services

Requires counties to solicit and receive requests for proposals (RFPs) or requests for qualifications (RFQs) before entering into contracts for collecting delinquent garbage and solid waste fees

Collection agencies may charge up to 25% of the delinquent amount for collections made within Mississippi and up to 50% for collections made outside the state

No additional collection fees may be charged to residents delinquent on garbage fees if the county has already notified the tax collector to block issuance of motor vehicle tags to that person
