Expands Medicaid coverage to non-pregnant individuals under 65 years old whose income does not exceed 133% of the federal poverty level and who are not entitled to Medicare benefits, as authorized under the Affordable Care Act.

Extends Medicaid coverage to children under 19 years old whose family income exceeds 133% but does not exceed 200% of the federal poverty level through the Children's Health Insurance Program (CHIP).

Repeals sections 41-86-1, 41-86-5, 41-86-7, 41-86-9, 41-86-11, 41-86-13, and 41-86-15 of the Mississippi Code of 1972, which constitute the Mississippi Children's Health Insurance Program Act.

Eligible individuals under the new expansion receive benchmark coverage or benchmark equivalent coverage as defined under the federal Social Security Act.

Takes effect July 1, 2017.
