Requires contractors bidding on public works projects funded by disaster relief or settlement funds to submit a signed agreement acknowledging awareness of hiring policy requirements established in Section 31-5-37.

Contractors must submit the signed agreement with their bid and employment plan for projects involving expenditures of $5,000 or more.

Employment plans must include job types, skill levels, wage information, number of vacant positions, recruitment strategies for low-wage and unemployed individuals, and proof of Mississippi Department of Employment Security registration.

Prohibits contractors from hiring personnel for vacant positions for ten business days after contract award, except Mississippi residents verified by the state employment department or qualified individuals submitted by the department.

Amends Section 37-153-7 to require the Mississippi State Workforce Investment Board to assist the Department of Employment Security in performing the duties required under this act.
