Amends Mississippi Code Section 43-13-115 to add a new Medicaid eligibility category (paragraph 28) for individuals under 65 years of age who are not pregnant and not enrolled in Medicare Part A or Part B.

Extends Medicaid coverage to individuals whose income does not exceed 133% of the federal poverty level under the new category.

Requires eligible individuals under paragraph 28 to receive benchmark coverage or benchmark equivalent coverage as defined under the federal Social Security Act.

Directs the Division of Medicaid to determine eligibility for individuals covered under this new paragraph.

Takes effect July 1, 2017.
