Governor and Division of Medicaid shall negotiate with Centers for Medicare and Medicaid Services (CMS) for a Section 1115 waiver to expand Medicaid coverage to adults earning up to 138% of federal poverty level.

Newly eligible adults will receive private market-based health coverage through at least two Qualified Health Plans (QHPs), with state-paid premiums and cost-sharing requirements based on income levels (capped at 2-5% of income).

Mississippi Healthy Living Account established as a health savings account for eligible enrollees to pay cost-sharing obligations through quarterly contributions, with no cost-sharing required for first six months of enrollment.

Plan automatically terminates if federal contribution rate falls below 90%; covers adults ages 19-64 without dependents, parents ages 19-64, and transitions current Medicaid parents to new plan.

Amends Mississippi Code Section 43-13-115 to add paragraph (28) establishing Medicaid eligibility for individuals covered under the Section 1115 waiver; effective July 1, 2017.
