Governor and Division of Medicaid directed to negotiate with Centers for Medicare and Medicaid Services (CMS) for a Section 1115 waiver to expand Medicaid coverage to adults earning up to 138% of Federal Poverty Level (FPL).

Expansion plan includes private market-based health coverage with at least two Qualified Health Plan options, cost-sharing requirements (2-5% of income based on earnings level), and creation of Mississippi Healthy Living Account for health savings contributions.

Newly eligible adults ages 19-64 without dependent children and parents earning 22-138% of FPL will be covered; parents earning up to 22% of FPL will transition from traditional Medicaid to the new plan.

Plan automatically terminates if federal contribution rate falls below 90%; Medicaid enrollment process will be modernized through "Fast-Track" data-sharing initiative.

Amends Mississippi Code Section 43-13-115 to add paragraph (28) recognizing individuals eligible under the Section 1115 waiver as Medicaid recipients; effective July 1, 2017.
