Creates the Capitol Complex Improvement District in Jackson, Mississippi, surrounding the State Capitol Building with defined geographic boundaries for infrastructure improvement projects.

Establishes the State Capitol Infrastructure Fund to receive diverting sales tax revenue from Jackson business activities: 2% through August 2019, 4% through August 2020, and 6% thereafter.

Allocates fund distributions as: up to 5% for Department of Finance and Administration administrative costs, up to 10% to compensate Jackson for police and fire protection, and minimum 85% for improvement projects including roads, bridges, water/sewer lines, streetlights, parks, and sidewalks.

Creates a 9-member Capitol Complex Improvement District Project Advisory Committee with representatives from Jackson city government, state agencies, Jackson State University, and University of Mississippi Medical Center to develop and review comprehensive improvement plans.

Grants the Department of Finance and Administration concurrent law enforcement jurisdiction within the district boundaries and requires Jackson to maintain all completed projects and provide police coverage for major events.
