Mandates that local evaluation systems promote continuous professional improvement and include processes for monitoring evaluator consistency and overall system effectiveness in improving instruction and student learning.

Requires school districts to submit their evaluation policies to the State Department of Education for approval before implementation, with the department providing recommendations if policies are deficient.

Directs the State Department of Education to prepare a model teacher evaluation policy that local school boards may voluntarily adopt.
