Prohibits transfer of monies in the Municipal Fire Protection Fund into the State General Fund by adding new subsection (7) to Section 83-1-37.

Prohibits transfer of monies in the County Volunteer Fire Department Fund into the State General Fund by adding new subsection (11) to Section 83-1-39.

Brings forward Section 45-11-5 relating to the State Fire Academy Fund and the levying of taxes on fire insurance gross premium receipts for possible amendment.

Clarifies that the Municipal Fire Protection Fund receives $4,850,000 annually plus one-half of ten percent of any growth after 1990 in fire insurance premium taxes.
